I would suggest going to a PT.
They will examine your ankle and assess strength and ROM (range of motion). Once they have a good idea of where your deficiencies are, they can stretch and strengthen you. This will maximize the bony structures that you do have.
Also, I would recommend doing Proprioceptive training. After your surgery, you were likely immobilized with a cast, so your other leg quickly became very dominant. This training will help your nervous system have better control over your leg. For instance, you can start by brushing your teeth standing on your injured leg. As you get better, try standing on one leg with your eyes closed. This training can be porgressed to develope your skills.
Bottom line-see your PT and start training, hopefully you can get back to your sport.
